  4.     After years of squabbling over efforts to update the 1970
  5. clean-air law, Democratic leader George Mitchell last week got
  6. the Senate and the Bush Administration to compromise. Even West
  7. Virginia Democrat Robert Byrd, wary of the threat the new bill's
  8. acid-rain provisions could pose to the coal industry, supports
  9. it.

  11.     Mitchell's compromise got chilly reviews from industry
  12. lobbyists and environmentalists. Automakers complain that it
  13. would impose emission standards that cannot be met by the 1993
  14. deadline. Some environmentalists charge that Mitchell caved in
  15. to the auto and oil industries by weakening provisions calling
  16. for increased use of alternative fuels. But with Senate approval
  17. likely, pressure will build on the House to finish its own
  18. clean-air bill so that the two can be reconciled.
